Symptoms
Onboarding Welcome video step giving error when using Vimeo url in Onboarding step.
Steps to reproduce the issue:

1. Change welcome video url to vimeo.com/xxx
PeopleTools > Utilities > Administration > Maintain URLs > URL Identifier : HR_OBD_VIDEO
2. Error when accessed welcome step
Employee Self Service > Onbaording Tile
