On CAS Maintenance Search Component, When Adding New Value, 'No matching values were found' Displays in 'Look Up Academic Career' Window After Clicking the Prompt , If the Career Row on Student Program/Plan or Application Program is Future Dated

Symptoms
When attempting to add a new record for a student on the CAS Maintenance Component, the look up on the academic career field on the 'add a new value' tab returns the following message that displays in the 'Look Up Academic Career' window after clicking the magnifying glass:
The issue occurs when the most recent row on Student Program/Plan (or Application Program if there is no Student Program/Plan record yet) is future dated. The lookup works when the most recent row is <= the current date. However, the expected behavior is for the lookup to work in every case, regardless of whether the record where it's prompting from is future dated or not.
The issue can be reproduced at will with the following steps:
- Navigate to Main Menu > Records and Enrollment > Career and Program Information > Student Program / Plan for the student.
- Add Future Effective Dated Row.
- Navigate to Main Menu Student Admissions > PBI processing > CAS maintenance for the same student and the 'Add a New Value Option' on the search page.
- Click the magnifying glass next to the Academic Career field and note the message appearing, with no values returned, in the look up window.
