EPC 9.2: Is It Possible To Setup One Budget Item That Applies to Multiple GL Business Units?

Goal
Is it possible to set up one budget item that applies to multiple GL business units?
Example:
PC BU: ABC
GL BU: DEF, XYZ
Record Group: PC_21 is pointing to ABC.
Record Group: PC_16 Resource Type, Category and Sub Category are set up under SHARE for ABC, DEF, XYZ.
When adding a budget item under SETID ABC, the initial prompt for Resource Type uses SETID of ABC (inherited from the SETID on the page). The user can not select a Resource Type (there are none set up under that SETID) as it is set up under SHARE.
When you specify the GL Business Unit, the prompt for the Resource Type/Category change to SHARE (presumably driven by the SETID for the GL BU)
The following demo steps were performed after the initial set id set-up to achieve this goal but the system is not allowing a budget item to be specified with a project chartfield (like RESOURCE_TYPE, RESOURCE_CATEGORY, RESOURCE_SUB_CAT, etc.,) without General Ledger Business Unit populated.
Steps:
1. Go To Set up Financial Supply Chain > Product Related > Project Costing > General Options > Setup PC Budget Items.
2. Add a new Budget item.
3. Leave the GL Business Unit field as % and then try to prompt for fields like Resource Type etc. No values are displayed.
When attempting to perform the following steps, the system does not allow it and throws a message
Adjusted the above steps as below and the following message is received.
1. Go To Set up Financial Supply Chain > Product Related > Project Costing > General Options > Setup PC Budget Items.
2. Add a new Budget item. using Set id 'US001'
3. Enter the GL Business Unit field as 'US001' and then try to prompt for fields like Resource Type and select 'ADMIN'
4. Now change the GL Business Unit field as '%' and save
5. The following error message will be received.
