Goal

There is a requirement to increase the number of temp table instances for Budget Checking processes, with the goal that base tables should never be used for any budget checking.

What is best practice for increasing the temp table instances when it comes to FS_BP and FS_BP_PROC?

Do 'parent' app engines must have the number of instances defined?
Is it sufficient to have the 'called' app engines have the number of instances defined? 

For example:

FS_BP, EX_BCHK_ALL, EX_BDCK_ER, CM_CSTACCTG all have calls to FS_BP_PROC.
Do the instance counts need to be updated on just FS_BP_PROC (currently 0), or do they need to be updated on all 4 of the above parent processes?
