Database creation using response file fails during dbsetup

Error as captured from psdmt_dbsetup.log:

The issue can be replicated with the below steps:

Prepare a response file for silent installation
Execute the silent mode Database creation from command prompt - %PS_HOME%\setup\PsMpDbInstall\setup.bat -f <path_to_response_file>
Receive the Error
