When Running the Loan Hold Report FA854A , Duplicate Rows for the Same Student and Loan Type are Being Returned for Multi-Institution Schools and Slowing Performance (Doc ID 2912127.1)

Symptoms

As a multi-institution school, when running the Loan Hold Report, FA854A, the results are returning duplicate rows per student which causes the job to run longer. 

The issue can be reproduced with the following steps:

1. Financial Aid --> Loans --> Direct Loan Reconcilation --> Loans On Hold Report.
2. Enter an existing Run Control ID or create a new one and enter the page.
3. Update run control parameters and run the process.
4. Click Process Monitor to review run times and output files showing the duplicate rows.
