E-AWE: Using "Reassign Escalation" Option to a Role Based User List Only Reassigns to One Member of the Group

Symptoms
When using the "Reassign Escalation" option to a role based user list in AWE, the option only reassigns the escalation one member of the group. It is not assigned to the entire group.
The issue can be reproduced at will with the following steps:
-------------------------------------------------------------
1. Set up an approval.
2. Set up the timeout option to reassign the approval to a user list.
3. Allow the approvals to time out.
4. Check the approval chain and observe it is only reassigned to one user.
