E-PC: Unable To Delete Directory Using GetAttachment With Non-ASCII filename (Doc ID 2912797.1)

Symptoms

 Unable to delete directory on Windows server after placing file with GetAttachment with nonascii filename.

The full path of the directory is given when trying to delete the directory.
 If the GetAttachment places the file in the directory with only ascii
characters in the name, then it is able to delete the directory (and any
files inside the directory).  But only when the file has the non ascii
characters is it not able to delete the directory.
