Pell Fails to Originate with 'FAPPLBL0: No Official EFC found on ISIR Control for student that is PELL Eligible' Message in FAPPLOUT Cobol Log File

Symptoms
When running Pell origination, some records are failing to originate, and the message in the FAPPLOUT Cobol Log file indicates the reason is due to "FAPPLBL0: No Official EFC found on ISIR Control for student that is PELL Eligible".
In at least some cases, reviewing the Financial Aid > Federal Application Data > Correct 20nn-20nn ISIR records > EFC\DB Matches\Corr page for these students, the 'Federal PELL Eligibility' field is in fact BLANK - instead of 'Y' - on the current official row. However, since the Pell was allowed to be awarded with the field blank, it's expected that it should also be allowed to originate in the same state. (Either that, or if origination is producing the expected result, the Pell should not have been allowed to award.)
The issue only affects a small subset of Pell records, and most others originate as expected.
The issue can be produced with the following steps:
- Navigate to Financial Aid > Pell Payment > Originate Pell Payment > Origination and run the process.
- Click link to Process Monitor and note when the PELLOUT process ends in Success status.
- Click the 'PELLOUT' hyperlink to access the two individual steps in the process.
- Click the link for the 'FAPPLOUT' step.
- Click the link that says 'View Log/Trace'.
- Click the .log file in the file list and note one or more records with the message ""FAPPLBL0: No Official EFC found on ISIR Control for student that is PELL Eligible"
