New Effective Dated Rows for 2x Plans Inserted Into Base Benefits Enrollment Tables if Coverage Doesn't Change After Open Enrollment Is Finalized (Doc ID 2913320.1)

Symptoms

When Benefits Administration (BenAdmin) COBOL process ran to finalize open enrollment, new effective dated rows for Supplemental Life and AD&D (Employee, Spouse and Dependent Plan Types) were inserted into the Base Benefit tables. A new row should be inserted only if coverage changes and should not be inserted if coverage doesn't change. 

The issue can be reproduced at will with the following steps:

  1. Login as Benefits Administrator. Run BenAdmin process to prepare Open Enrollment. Navigation: Benefits =>Manage Automated Enrollment=> Events => Run Automated Event Processing.
  2. Login as Self Service Employee. In Employee Self Service, enroll Employee in Plan Type 2x Plans keeping the same plans as before. Navigation: Fluid Home=> Employee Self Service => Benefit Details tile.
  3. Submit Enrollment.
  4. Login as Benefits Administrator. Finalize Open Enrollment. Navigation: Benefits =>Manage Automated Enrollment=> Events => Run Automated Event Processing.
