Goal

At year end, Box 16 State wages and Box 18 Local wages must match Box 1 Federal wages. But in the state of New York, the New York State Health Care and Mental Hygiene Worker Bonus (HWB) Program (https://health.ny.gov/health_care/medicaid/providers/hwb_program/) pays a bonus that is not subject to NYS Personal Income Tax.

How can the boxes be correctly stated when an employee has received this bonus?
