Symptoms
When attempting to drop or swap a student using the enrollment or quick enroll page the following error occurs.

“No Special Consent Required to Drop from Class, Drop Not Processed. (14640, 217
The issue can be reproduced at will with the following steps:
1. Navigate to Records and Enrollment -> Enroll Student -> Enrollment (or quick enroll)
2. Query student you wish to drop or swap from a class
3. Enter data for the class to drop or swap
4. Submit request
5. Note error
