EPY: When Trying to View a Self-Service Pay Statement Receiving “SQL Error in Exec. (2,280) Pay_tax.tax_class.Rowinit” After Applying Tax Update 22-D (Doc ID 2913660.1)

Symptoms

While testing tax update 22-D, a user goes to Employee Self Service tile, Payroll and chooses to view paychecks
The employee receives an error and cannot see the pay advice.

The following errors appear in pop-up windows on the page:

Steps to Recreate this issue:
1. Apply Tax Update 22-D in a DB2 environment.

2. Sign into an environment with Tax Update 22-D (from PUM Image 44) applied.

3. Navigate to Classic Self Service, Payroll and Compensation, View Pay Statement

4 Upon choosing a paycheck to view, a pop-up window appears with the following error message
 "A fatal PeopleCode error occurred. Please consult your system log for details"
 
5. Click OK, get another pop-up window message
  "SQL error in Exec. (2,280) PAY_TAX.TAX_CLASS.RowInit PCPC:2055 Statement:2
  During the execution of SQL, an error occurred in the exec subroutine. The preceding message should have described the SQL being executed"

Changes

Tax Update 22-D from PUM Image 44 was applied.  
Patch 34224996, part of PUM Image 44, delivered the code that is causing this issue.
