Missing Change Request Details On The Requisition LifeCycle Page when the Requisition was Sourced to Multiple POs (Purchase Orders) per Supplier

Symptoms
When a requisition is created, the lines on the requisition can be for multiple suppliers. When the requisition is sourced to PO (Purchase Order), a PO is created per supplier. When a change request is created that affects lines for different POs/Suppliers, then when the change request details are viewed from the Requisition Lifecycle, some of the line details do not show.
The issue can be reproduced at will with the following steps:
1. Create a special requisition. Add lines that are from different suppliers. (eProcurement-->Create Requisitions)
2. Save the Requisition
3. Run Expedite Requisitions for the requisition. (eProcurement-->Buyer Center-->Expedite Requisitions)
4. 2 different POs were created 1 for each supplier
5. Dispatch both POs. (Purchasing-->Purchase Orders-->Dispatch POs)
6. Navigate to Manage Requisitions. (eProcurement-->Manage Requisitions)
7. Edit the requisition
8. Change the Qtys on both lines.
9. Click Submit to save the changes
10. Navigate to My Requisitions (eProcurement-->Mange Requisitions)
11. View the Requisition LifeCycle
12. Click on the Change Request link
13. Only the change request for PO 1 shows – the change request for PO 2 does not show
