ePro9.2: Fluid Delegation Framework Error 'Maximum number of records found matching specific key(s)' on Clicking the Resubmit Button

Symptoms
When a proxy is accepting a delegation request via the Approvals tile, on the delegation request when attempting to click the Resubmit button, the following error occurs.
ERROR:
STEPS:
1. Login as User 1
2. Manager Self-Service, click on Delegations Tile
3. Create a request and select User 2 as the Proxy. Submit the request.
4. Login as User 2, click on Approvals Tile.
5. Click on Delegation of Authority
6. Click on the delegation that was submitted
7. Upper right side of page, click on More button next to Approve and Deny
8. In dropdown of More button, click Resubmit button
