Symptoms
Application server domains configured with failover in the web server configuration.properties file (<PS_CFG_HOME>/webserv/<DOMAIN-NAME>/applications/peoplesoft/PORTAL.war/WEB-INF/psftdocs/<PIASITE>/configuration.properties) are causing PIA domains to crash with the following error being reported in the PIA_stdout.log (<PS_CFG_HOME>/webserv/<DOMAIN-NAME>/servers/PIA/logs/PIA_stdout.log) file:
