HPCA010 Pre-Distribution Audit report errors after applying Tax Update 22 D & 22-E

We are getting some new errors in our pre-distribution audit report after applying tax update 22-D and 22-E. They look to be related to the new program funding functionality but we see nothing in the program funding documentation about having to setup the Payroll Activity in the Offset Group Table in commitment accounting.

Do we need to add these to our Offset Group Table and what exactly needs to be added?

The issue can be reproduced with the following steps:
1. Apply Tax Update 22-D and 22-E
2. Confirm a payroll for PED 12/10/2022 - Payroll for North America>Payroll Processing USA>Produce Payroll>Confirm Payroll
3. Run HPCA010 Pre-Distribution Report - Payroll for North America>Payroll Distribution>Commitment Accounting USA>Pre-Distribution Audit Report
