Event Mapping Not Triggering When Adding A New Hire (Doc ID 2915903.1)

After setting the Event Mapping configuration for Job Data, when saving to add a new Hire to the Job table and after entering all the information in the Job Data page, the event mapping on a record field does not trigger.
However, when a new row is inserted for an existing Employee the event mapping is triggered.

Steps to reproduce the issue:

1. Login to PeopleSoft as HR Administrator
2. Go to: Workforce Administration > Personal Information > Manage Hires >
3. Select a Hire.
4. Make sure all data is in, click Add a Person.
5. Select the Organizational Relationships Tab.
6. Choose Org Relationship to Add: Employee then click Add a Relationship.
7. Notice that the event mapping that prevents saving this new hire with no Reason Code did not trigger and the Job Data is incomplete as shown in Job Data.
