System allows to save the Off-Cycle Request component with duplicate Off-Cycle ### Target Calendar IDs for the same payee for the same Period ID.

These duplicate values can then cause errors in other areas of the system. One example is the duplicate ### Off-Cycle calendar IDs cause the STP2 Preparation Process to error when retro occurs over the duplicate data. The process is not defective but the duplicate data is. This issue could be seen with all the reports using the delivered Report Data Generation framework.

The issue can be reproduced at will with the following steps:
1. Login as User1 and User2 simultaneously
2. Navigate to Global Payroll Absence management > Absence and Payroll Processing > Offcycle > Offcycle On Demand, Create offcycle request from Off cycle Ondemand page, input the same target calendar id , payee details etc.
3. The two users saves the data at same time
4. Observe that the target Calendar Ids are same.
