E-AD: Compile Project Directive PeopleCode From Command Line Does Not Compile the PeopleCode When the Corresponding Application Package Is Not in the Project (Doc ID 2916213.1)

Compile Project Directive Peoplecode from command line does not compile the Peoplecode when the corresponding Application Package is not in the Project.

Replication steps:

Using a project named BUG33408468 for the replication.
Project BUG33408468 has:

    Application Package Definition: EO_COMMON_PT
    Application Package PeopleCodes:

            EOEN_ALERTS:BatchEmail OnExecute
            EOEN_ALERTS:CustomEmail OnExecute


1- Refresh the environment.
2- Before copying the project, run SYSAUDIT. The report should be clean. No Uncompiled Directive PeopleCode should be in the report.
3- Copy the project from file, through the command line, in the target DB. Command example:
