IM EFC Calculated in Batch - By INAS (FAPINCLC) as Invoked From Mass EFC Calculation for Aid Year 2024 - Blanks Out Previously Populated Federal Rule Set as Seen on Need Summary (Doc ID 2916297.1)

If the Batch INAS process (FAPINCLC cobol), invoked from the Mass EFC Calculation Process for Aid Year 2024, (re)calculates the Institutional Methodology (IM) Estimated Family Contribution (EFC) for a student who previously had the Federal Methodology (FM) EFC calculated, the Federal Rule Set, which previously showed as populated on the need summary page after the FM EFC calculation, is blanked out.

Calculating a student for IM should not be changing or altering any of the previous results obtained with FM, including the Federal Rule Set value. Among other effects, blanking out the Federal rule set can cause incorrect results with packaging Unsubsidized loans, which is a separate bug documented in Note 2916263.1

The issue can be reproduced at will with the following steps:

  1. Identify student with both federal (ISIR) and institutional (Profile) data loaded for Aid Year 2024.
  2. Calculate the FM EFC by any method, such as on-line on Financial Aid > Federal Application Data > Correct 2023-2024 ISIR records.
  3. Click Need Summary link on any page where available - such as the page referenced in the previous step - and note the value populated in the Federal Rule Set field.
  4. Add the student to INAS_CALC_RECS to calculate for IM, either by loading a new Profile application (Financial Aid > File Management > PROFILE Import > Load Records > Load Records) or using Population Update (Set Up SACR > System Administration > Utilities > Population Update > Population Update Process > Population Selection Update). Do NOT add a row for the same student to (re)calculate for FM.
  5. Navigate to Financial Aid > File Management > Mass EFC Calculation and run the proess with application type P. (Note: presumably this could also be type 'B' if there was only one INAS_CALC_RECS row for the student for the IM calc as specified in the previous step, however that has not been completely established at this time.)
  6. Re-review need summary to see the Federal Rule Set has now been blanked out.


 The issue is seen after applying the 2023-2024 AID YEAR UPDATES FOR ISIR, delivered originally in PeopleSoft Release Patchset (PRP), Patch 33234548 and then Image 27.
