E-ES: Index Build Process Fails With "No new documents to index" (Doc ID 2916612.1)

When attempting to run a full index build for a Search Definition, the following error is observed in the Index build process output stdout file (<PS_CFG_HOME>/appserv/prcs/<SchedulerName>/LOGS/AE_PTSF_GENFEED_xxxxx.stdout):

The issue can be reproduced at will with the following steps:

1. Navigate to PeopleTools > Search Framework > Administration > Schedule Index Build
2. Create a new run control and Run full index build for the impacted Search Definition.
3. Observe the error in the Index build process output stdout file.
