HCM: Offboarding Template Notification Task, Email Notifications are Not Sent to Terminated Employee, Manager, or Administrator (Doc ID 2917499.1)

After Offboarding Activity Guide (AG)instance created, no email notifications were sent to the terminated Employee, Manager, or Administrator. 

The issue can be reproduced at will with the following steps:

1. Set up Activity Guide Template OFBVOL1 > Notifications task
 Navigate to Activity Guide Composer > Templates. Select Offboarding template OFBVOL1:

2. Terminate an Employee that has an email address, the Manager has an email address, and the Administrator has an email address.

3. Offboarding AG instance was created, however, no email notifications were sent to Employee, Administrator, or Manager.
