Fluid Position - Manage Position Search Returning Duplicate Rows When Department has Future Effdt (Doc ID 2917542.1)

Symptoms

Manage Position search returning duplicate rows when department has future effective dated row.

The issue can be reproduced at will with the following steps:
1. Add a future effective dated row in department setup(Eg: 10000).
Set Up HCM > Foundation tables > Organization > Department
2. Run Refresh Trans. SJT tables process
Set Up HCM > Security > Core Row Level Security > Run Refresh Trans. SJT tables
3. Create a position using a Business Unit GBIBU with setid SHARE and Deptid 10000.
Navigation: Workforce Administrator fluid home page > Position Management > Manage Position > Click on 'Add'
4. Perform search in Manage Position using above created position.
Navigation: Workforce Administrator fluid home page > Position Management > Manage Position
