The Override Option in User Profile Setup Page is Not Working For External Users.

Symptoms
The override option in user profile setup page is not working for external users.
The issue can be reproduced at will with the following steps:
1. In Supplier Request options page for external users define Request Supplier Change Template as CHANGE,then click on Overridden by User Profile and
define Request Supplier Change Template as CHANGE_ALL for one userid.
Navigation: Set Up Financials/Supply Chain > Product Related > Procurement Options > Suppliers > Supplier Request System Setup
2. Log into Supplier portal with the userid for which over ride user profile template is defined .
3. Go to Maintain Supplier Information>Supplier Change Request>Initiate Supplier Change,Notice that supplier request template defined in over ride user
profile does not show up.instead default external user template shows up.
