After deploying a full-tier environment in the PCM , when attempting to add a windows client node to it , it fails

The issue can be reproduced at will with the following steps:

1.Login PeopleSoft Cloud Manager

2.Navigate to Manage Node > Add action

3. Add a windows client

4. Enable tracing on the application engine ECL_TASK_EXE

5. Observe the error
