Create Mult Reqs is Enabled When the User Edits the Run Control of Load Requisitions for the "One Request" option

The issue can be reproduced at will with the following steps:
       1. Navigate : Purchasing > Requisitions > Stage Requisitions 
              Add data
       2. Navigate : Purchasing > Requisitions > Load Requisitions
              Create new Run Control “LOAD_REQ”
              Create Mult Reqs is enabled
              Change Run Type to One Request
              Create Mult Reqs is disabled
              Select Request ID and Save
       3. Navigate : Purchasing > Requisitions > Load Requisitions
              Edit Run Control “LOAD_REQ”
       Issue : Create Mult Reqs is enabled
