The ACA data merge process is failing with the following message:

Steps to reproduce the issue:

     1. Enter data on the Load pages - Covered Individual, Employee Data and Employee Amounts (Navigation: Benefits > ACA Annual Processing >
         Create ACA Form Data > Review Covered Individual Load, Review Employee Data Load, Review Employee Amounts Load).
     2. Run the Data Merge process (Navigation: Benefits > ACA Annual Processing > Create ACA Form Data > Merge Other Data Sources).
     3. See the error on the log file of the process (Navigation: PeopleTools > Process Scheduler > Process Monitor, Details link, View Log/Trace link).
