Delegation Rejection does not Rejects All Transaction When Rejecting More Than One Transactions at a Time (Doc ID 2919196.1)

Symptoms

When delegate and delegator does not have employee ID populated in their user profile and delegate tries to reject multiple delegation requests, only one transaction is rejected but the other remains.

Steps:
1. Open User profile for the delegate and delegator and set Employee ID to None in the ID tab.
     PeopleTools > Security > User Profiles > User Profiles
2. Create a delegation request for two transactions and submit.
     Delegations > Create Delegation request
3. Reject the delegation request by logging into proxy account
    Delegations > My Delegated Authorities
4. See that only 1 transaction is rejected even when all was selected.
