Symptoms
Change Assistant fails to load the template when applying Tax Updates 22D or 22E on a Target Database running on PT 8.52 or lower.
The following error appears on Change Assistant when starting the update process.
The issue can be reproduced at will with the following steps:
1. Download Tax Update 22D or 22E from My Oracle Support.
2. Configure Change Assistant to apply the Tax Update.
3. On Change Assistant, click on Tools > Apply Change Package.
4. Notice that the update would not load with the error message.
