Students Receive Message "You do not have access to this action item" When Opening Questionaire Activity Guide (Doc ID 2919764.1)

Symptoms

When a student  attempts to View a task from the fluid Task tile that includes a questionnaire the following error is returned:

 You do not have access to this action item

The issue can be reproduced at will with the following steps:
1. Log in as a student.
2. On the fluid home page click on the Task/ToDo Tile for a task that includes a questionnaire.
