Snapshot Events Incorrectly Ending with Finalized - Benefit Program None Process Status (Doc ID 2919847.1)

Symptoms

Snapshot Events for several hundred employees finished with Process Status of Finalized - Benefit Program None.

Steps to reproduce the issue:

     1. Run a Benefits Administration Snapshot Event (Navigation: Benefits > Manage Automated Enrollment > Events > Run Automated Event Processing).
     2. Check the Enrollment Summary (Navigation: Benefits > Manage Automated Enrollment > Review Processing Results > Schedule Summary) to see
         that several hundred events are in Process Status Finalized - Benefit Program None.
