FM EFC is Calculated Online But not When Running Mass EFC Calculation; AE_SFA_NAC_PDRM .Stdout File Shows No Errors or Other Indications of Why EFC Does Not Calculate (Doc ID 2920097.1)

Symptoms

When attempting to calculate the Federal Methodology (FM) Estimated Family Contribution (EFC) in batch, no EFC's are being calculated. The EFC works when calculated online by using the 'Calc EFC' button on the Correct 2023-2024 ISIR Records component, which makes this issue different from the one documented in Note 2904607.1

If the 'Call INAS' box is checked on the ISIR Load Options 1 setup page, such that the EFCs will calculate immediately when the ISIRs load, the batch ISIR Load (FAPSAR00) cobol log file includes the following lines, which confirm the calculation was invoked but do not indicate any error messages explaining why the EFCs could not be calculated.

The issue can be reproduced with the following steps:

  1. On Set Up SACR > Product Related > Financial Aid > File Management > ISIR Data Load Parameters > ISIR Load Options 1, set the 'Call INAS' box on or off, based on the institution's preferred business practice.
  2. Navigate to Financial Aid > File Management > ISIR Import > Process ISIRs > ISIR File Load and run the process to load one or more ISIRs. 
  3. If 'Call INAS' was checked OFF in step 1, or one or more records have otherwise been added to the INAS_CALC_RECS table, navigate to Financial Aid > File Management > Mass EFC Calculation and tun the process to finish calculating the EFCs.
  4. Navigate to Financial Aid > Federal Application Data > Correct 2023-2024 ISIR records > EFC\DB Matches\Corr, for any of the records processed in the prior steps, and note the Prorated EFC is 0 compared to the Primary EFC which is > 0, and/or click the 'Need Summary' link to verify the Federal Rule Set field remains blank, both of which indicate that the EFC did not calculate.

Changes

The issue is seen after applying the 2023-2024 AID YEAR UPDATES FOR ISIR - either from the original (PRP) Patch 33234548, or CS 9.2 PUM Image 27; or any of the related co-requisite patches such as Patch 34644566: UPDATED 2024 FEDERAL METHODOLOGY (FM) JAR FILE.
