Symptoms
After Upgrade to ELM 9.2 PUM #22, if click Search icon from fluid Find Learning, receive message missing at top of page.
The issue can be reproduced at will with the following steps:
1. Log in User with access to Find Learning
2. navigate to Employee Self Service tile > Learning tile > Find Learning section and click search icon
3. Notice message "Message Missing - Message Catalog 18091, 1247"
