COLLECTIONS_SF Not Consistently Updated With Next Review Date

Symptoms
Past due students in collections will not display the correct Next Review Date in Customer Collector Queue or in the View Customer Collection Data page if the Next Review date was set to NULL in COLLECT_EFFORT.
1. Put a customer in collection thru any means.
Student financials > collections > put customer in collection or
Student financials > collections > begin customer collection.
2. On the page Student Financials > Collections > Update Customer Collection
Populate a collection effort to see the Next Review Date populated in COLLECTION_SF, assign the Collection_ID to the "Collector Role A".
3. Again, On the page Student Financials > Collections > Update Customer Collection
Populate a new collection effort with a null Next Review Date, still assigned to Collector Role A.
Note: If you query the PS_COLLECTION_SF table with sql at this point you will see the Next Review Date was not updated to Null.
4. Log in as collector A and view the collector queue. Student Financials > Collections > View Customer Collection Queue
Note: If you query the PS_COLLECT_EFFORT table with sql at this point you will see that the Next Review Date is populated with a date that is not equal to the Next Review Date in PS_COLLECTION_SF
