Symptoms
QAS_EXECUTEQRY_REST_GET REST service URL does not work when URL "," comma characters are all encoded (i.e. a normal comma character, ",", is replaced with "%2C" throughout the URL). The following error occurs:
"The number or the names of the prompts received do not match the query (228,4)"

The issue can be reproduced with the following steps:
1. Change QAS_EXECUTEQRY_REST_GET to use encoded commas (i.e. "," replaced with "%2C") in the URL instead of plain text comma characters
2. Paste into browser address bar
3. Observe reported error
