Classic and Fluid Self Service Displays Different Course List when the EFFDT of the Required Term < Course EFFDT (Doc ID 2921662.1)

When a student requirement term starting date is smaller than the course effective date, the advisement report shows inconsistent behavior, it will be displayed in Classic View but cannot be displayed in Fluid View.

The issue can be reproduced at will with the following steps:
1. Create a requirement and assign to the requirement term (note requirement term start date)
2. Assign a student to the requirement
3. Run the Advising report and note that the course is on both the classic and fluid report
4. Change the course effdt term to match the date on the requirement term or later.
5. Rerun the report and note the course still shows in the classic report but not the Fluid report
