After upgrading to PeopleTools 8.59.xx, online application payment processing, and self service credit card payment processing fail with the following error message.  The error occurs prior to the transfer to the epayment provider, which is Cybersource.  The version of PeopleTools being upgraded from is 8.58.x.SSF_INITIATE_EPAYMENT 2 A valid URL was not returned by the Payment Application

The application server log file contains the following additional error logging:

The issue can be reproduced at will with the following steps:

1. Sign in to the front end, application entry application;
2. Enter an application and attempt to pay the application fee with a credit card;
3. Prior to transferring to the credit card information page, the error occurs.
