The SRGRDDRV SQR always assigns Program/Plan effective date as Degree confer date and does not make use of the Confer Date on the Academic Calendar.

Steps to Reproduce:

1. Records and Enrollment ->Graduation-> Graduation Processing

2. Query Student

3. Check the confer date for the student
