E-508: The First Value in Drop Down Comb Boxes is Empty (Doc ID 2922397.1)

Symptoms

The first value in a combobox is blank. Screen readers do not provide any indication that they are on an empty value.

Steps:
1. Login with "Enable Screen Reader Mode" selected 
2. Navigate to My System Profile
3. Tab to "My preferred language for reports and email is" Combobox
4. Press the spacebar to open the combobx
5. Press the up arrow until reaching the first value, which is blank
