Symptoms
A. Using PeopleTools 8.60.02 Application designer some pages cannot open successfully.
Steps:
1. Log into Application Designer.
2. Try to open any page and the application designer hangs.
B. Using PeopleTools 8.60.02, during the PUM upgrade the change assistant is stuck at the following step or during page copy.
[Step - Copying Update Project - Part 2 - IP] Running
Steps:
1. Run CA job to apply PUM 46 to target.
2. Get to step "Copying Update Project - Part 2 - IP".
3. Observe it hangs at Pages Application Upgrade Copy started:

This is an issue only in PeopleTools release 8.60. In Application designer some pages do not open.
