HCM: When Proxy Either Uses the Email Link Or the Notification Badge Link to Accept/Approve, the Delegation of Authority Transaction Doesn’t Display “In Process” Text and Image.

Symptoms
Delegation of Authority transaction doesn’t display “In Process” text and Image in the header when Proxy access the transaction that is not approved or denied from the Email link or the Notification Badge link.
The issue can be reproduced at will with the following steps:
1. Employee creates delegation request to Proxy with Start Date and End Date.
2. After the first request was submitted, the employee then realizes that he/she should have requested different Start Date and End Date.
3. Then, the employee revokes the original request
4. Delegator creates a new request for same Proxy with the correct Start Date and End Date.
5. The Proxy either uses the email link or the Notification Badge link to Accept/Approve the request.
6. The Proxy notices that the request does not show "In Process" on the header and image with Action Buttons of "Approve", "Deny", and "More and only displaying the action buttons of “Add Comments” and “Resubmit”.
