When adding a backdated row for XYZ rate code, the existing rate code of the latest effective date gets deleted after adding the XYZ for that latest effective date.
Given that the latest effective date row is 12/07/2022 with ZYX rate code only.

The issue can be reproduced at will with the following steps:
1. Navigation: Workforce Administrator > Manage Job (Job Actions Summary).
2. Search for an employee.
3. Create a new row with effective date of 12/01/2022. Under 'Salary and Compensation', add XYZ 'Rate Code'.
4. Click on 'Calculate Compensation' button and Save.
5. For row with effective date 12/07/2022, add the ZYX 'Rate Code'.
6. Click on 'Calculate Compensation' button and Save.
7. Click Validate. (In this step, a Warning apears stating that 'Compensation Rate' is zero).
8. Click Save.
