ABMGT: Delegated Approval Events Not Routing Properly if Delegator Is on Leave of Absence

Symptoms
Absence events are not routed to Proxy, when Delegator is on Leave of Absence.
Steps to replicate the issue:
- Delegator assigns approval tasks to a Proxy. (Fluid Home Page>Delegations Tile>Create Delegation Request Tile)
- Proxy accepts delegation. (Fluid Home Page>Delegations Tile>My Delegated Authorities Tile).
- After acceptance, Delegator is placed on Leave of Absence (Main Menu>Workforce Administration>Job Information>Job Data)
- A direct report of the Delegator submits an Absence Request (Fluid Home Page>Time Tile>Request Absence Tile).
- This event is not routed to the Proxy, as expected; it is routed to the Manager of the Delegator.
