Change Request On Requisition Getting 'Data Being Updated Does Not Exist' When Requisition Has an Attachment Without a Comment

Symptoms
Users are getting the error 'Data being updated does not exist' when saving a requisition change order that has an attachment without a comment saved with the attachment.
ERROR
Replication Steps:
1. update PO Template for changing the REQ_LINE Price [Set Up Financials / Supply Chain > Product Related > Procurement Options > Purchase Order Change Template]
2. apply Template to business unit US001 [Set Up Financials / Supply Chain > Business unit related > Purchasing Definition > US001 > Req Change Options tab]
3. enter an ePro req; on the checkout page add a line attachment - without a comment; save the Req
4. submit the Req
5. approve and source the Req to a PO
6. edit the Req; click the item link to change the price
7. change the price, click Apply then you will be taken to the checkout
8. once back at the checkout page, submit the Req
9. in change reason popup page, select in reason code and key in reason comment, click OK
10. return to submit req page, get popup error "Data being updated does not exist (18,4)"
