HCM: Row Headers on the Job Actions Summary Page Disappear when Users Scroll Down

Symptoms
The row headers on the Job Actions Summary page disappear when users scroll down.
The issue can be reproduced at will with the following steps:
1. Navigate to Manage Job
2. Search for employee with 50+ rows of Job Data using the include history button.
3. Notice the header row showing column titles at the top of the list.
4. Scroll down and notice that the row headers are no longer shown above the row data.
