EPY: State Statutory Minimum and Unemployment ER Fields Appear with Wrong Metrics After Applying Tax Update 22-E in Colorado State (Doc ID 2926796.1)

Symptoms

After applying Tax Update 22-E, the Special Tax Amounts for the State Colorado was incorrectly setup to an incorrect amount for the State Statutory Minimum: $12.32 per hour instead of $13.65 per hour.
Also the Unemployment ER from the Additional Rates tab has an incorrect Maximum Gross of $13.60 instead of $20.40.
This behavior was encountered only for Application Release 9.1, the Amounts are correctly reflected in Application Release 9.2.

Steps to reproduce the issue:

1. Navigator > Set Up HCM > Product Related > Payroll for North America > Federal/State Taxes > Tax Table > Special Tax Amts 
Notice: On State Statutory Minimum shows $12.32 per hour instead of $13.65 per hour.

2. Navigator > Set Up HCM > Product Related > Payroll for North America > Federal/State Taxes > Tax Table > Additional Rates
Notice: The Unemployment ER shows $13.60 instead of $20.40.
