On Assign Awards to a Student, the 'Retrieve', 'Repackage', and 'Validate' Processes All "Spin" and Never Complete When Processing Pell for Some Students (Doc ID 2926871.1)

Symptoms

On the Assign Awards to a Student Component, the 'Retrieve', 'Repackage', and 'Validate' buttons don't work properly for certain students. Instead of completing normally, within seconds, the processing icon just spins and the process never completes.  Eventually, depending on the timeout setting on the application server, a message may display on the page indicating the process did not complete in the allowed time period and was terminated.

The issue does not occur in all cases, but only some. In the investigation of the original reported case, the problem was narrowed down to occur with packaging activity involving the packaging or repackaging of a Pell item type for some students.

A cobol trace collected for one of the affected students will show FAPPKPTE_S_AWD as the last statement executed - the retrieval of the Pell amount from the Pell schedules. The trace will end showing a successful fetch and a disconnect, without any clear indication of why the rest of the process could not be completed.

The issue can also be produced when running the equivalent batch process for the same student. For example, running a single student through batch repackaging to validate the Pell item type results in the Process Mass Repackaging, FAPPKBKG step, running indefinitely and never completing, and eventually the process needs to be halted in the process scheduler. The resulting FAPPKBKG cobol log file shows the last line as 'End Step' for FAPPKENG, compared to a successful instance where that line will be followed by a line referencing 'Exit Program', such as in this example:

The issue can be reproduced at will with the following steps:

  1. Financial Aid > Awards > Award Processing > Assign Awards to a Student > Student Aid Package, for a Pell eligible student.
  2. Calculate or recalculate a Pell item type for the student. For example, if the student is already awarded a Pell item type, enter a repackaging plan that will Validate the item type, and click 'Repackage'.
  3. Note the process just "hangs" and never completes, as indicated by the processing icon just spinning. Eventually a pop up message may appear indicating the process was terminated.
