Symptoms
Employee is trying to select exempt from withholding for Colorado Income Tax, but wants to withhold Federal Income Tax. When trying to save the page, the user is receiving the following message which prohibits saving:
ERROR

Colorado Special Withholding Tax Status does not match Federal Special Withholding Tax Status. (2000,1622)
Request is needed because of Military Spouses Residency Relief Act (MSRRA).
https://tax.colorado.gov/income-tax-topics-military-servicemembers#:~:text=A servicemember's spouse may elect,not a resident of Colorado.
The issue can be reproduced will with the following steps:
1. Change "CO" to a different tax status on Tax Data and save - Payroll for North America>Employee Pay Data USA>Tax Information>Update Employee Tax Data
