Fluid Remote worker notes are not visible for administrator when approvals are disabled (Doc ID 2927286.1)

Symptoms

The admin user cannot view the notes/comments given by the employee since they are visible only trough Approvals tile.


STEPS:
----------------------
The issue can be reproduced at will with the following steps:
1.Navigation: Set Up HCM > Install > Product Specific > Remote Worker Configuration > Remote Worker Configuration.
Approvals are disabled.
2.Log in as Employee.
3.Add a Remote Work Request (ESS> Remote Worker)
4.Click on NEXT button until to Attachments.
5.On Attachments step add a document and Note .Continue clicking on Next button.
6.Review and Submit the request.
7.Log in as Administrator (PS/PS)
8.Workforce Administration > Remote worker > (search for employee#2)
9.Click on the chevron to view the remote request details
10.In the document section is not possible to review the note. It is grayed.
